Abstract

This study aimed to analyze the phenomenon of the widening of the research gap between Arab countries and developed countries, in order to attempt to uncover its size, causes and the most important methods to address it. In order to achieve this objective, the study dealt with various aspects of this gap in the Arab and international reports on indicators of human development and competitiveness. In order to study ways of addressing this gap, Kuwait Foundation for the Advancement of Science was selected. This foundation is as a model for a successful research institution in Kuwait, since it is the largest research institution supported by the private sector, and supports scientific researches and researchers. The data was collected using focused and semi-standard interview method, and analysis of documents and reports. The study concluded that the research gap could be reduced by implementing practical mechanisms derived from the role of Kuwait Foundation for the Advancement of Sciences in supporting scientific research and researchers. In addition to the political will to achieve comprehensive development and increase competitiveness. This will contribute to reducing the research gap between the Arab region and the developed countries. The most important of these mechanisms are: Independence, self-financing, complementary partnership relations, continuous evaluation, inclusiveness, application of research results, creativity and innovation, detection and guidance, and community priority.
