Enablers of Institutional Excellence in the Narcotics Control Sector according to The Kingdom of Saudi Arabia 2030 Vision: An Empirical Study

Abstract
Given the scarcity of studies that focus on the administrative aspects of narcotics control, this study aims to highlight the level of the implementation of the institutional excellence enablers in the narcotics control sector from the points of view of the heads of administrative units in this sector.
To achieve the goals of this study, a theoretical framework is proposed to clarify the interplay between the enablers of institutional excellence and the narcotics control methodology from an administrative perspective. A survey is designed consisting of 12 items classified under the seven following categories that included the most prominent enablers of institutional excellence in line with the Kingdom’s vision 2030, namely: leadership, human resource management, strategies, resources and partnership, and operations. The survey had been sent to the to the heads of administrative units in the narcotics control sector through the General Directorate for Narcotics Control in the city of Riyadh.; the number of units participating in this study was twenty-one, representing 25% of the total number of narcotics control units in Saudi Arabia.
The study concluded with positive results, as the level of leadership in the anti-drug units was very high. The level of other categories was high, according to the viewpoint of the study participants. In conclusion, the study presented a set of practical recommendations extracted from the results of the study to enhance the level of implementing the enablers of the institutional excellence in the narcotics control sector. Among the most prominent of these recommendations are: the necessity of making decisions based on facts, information, proper analysis of risks and evaluation of options, the importance of developing and supporting a clear-cut strategy aimed at developing the talents of employees, and the need to properly understand the requirements of beneficiaries, employees and external partners, and provide services accordingly.
