Abstract

The present study aims to identify the level of application of the self-management strategy and its relationship to administrative creativity amongst directors of departments at the Civil Defense Directorate. The study uses the descriptive survey method. To measure the level of application, a questionnaire was developed consisting of (45) items and covering the areas of self-management and administrative creativity.
The study population consisted of all directors of departments at the Civil Defense Directorate amounting to 45. The study sample has been chosen depending on purposive sampling.
The findings of the study showed that the level of application of the self-management strategy and its relationship to administrative creativity among directors of departments at the Civil Defense Directorate from the points of view of its directors is high.
The researcher considers the reason behind this is that the Civil Defense Directorate has attached importance to the application of self-management in response to the growing interest in developing the administration in the Civil Defense Directorate. The latter has continuously developed qualified administrative staff and strived to raise the quality of the administration within the concerned directorate through training courses and development programs which aim to provide directors with the basic competencies and skills necessary for successful management.
The study findings revealed the existence of a positive statistically significant relationship between the level of application of the self-management strategy and the elements of administrative creativity among directors of departments at the Civil Defense Directorate from its directors’ points of view.
This finding can be interpreted by the fact that self-management aids in the development of human relations among staff, as well as among directors. Directors assume leadership roles and perform new administrative duties in various areas of the administrative process.
In view of these findings, the study recommends that the Civil Defense Directorate adopts a clear and specific development strategy to implement the concepts and standards of self-management within its departments in order to enhance their capabilities and raise the level of excellence and creativity of their services.
